Carlos Salinas Short Bio

Carlos Salinas de Gortari (born in Mexico City, April 3, 1948) is a Mexican economist and politician who was president of Mexico from December 1, 1988 to November 30, 1994. Previously he had been secretary of Programming and Budget in the government of Miguel de la Madrid. Later, he was nominated as a candidate by the Institutional Revolutionary Party in 1987. He was elected president of Mexico on July 6, 1988.

During its six-year term, important economic changes took place, among them the signing of the North American Free Trade Agreement, massive privatization of state enterprises, including banking; the implementation of the National Solidarity Program and the increase of inequality in the country. In addition, Church-State relations were restored and diplomatic relations were established with the Holy See.

He was the last president who was assigned a budget item whose spending was not subject to verification, commonly called secret party. However, in the administrations subsequent to his this type of expenditure has been exercised in state ministries based on Article 74 of the Constitution.

Even after retiring from the public life of his country at the end of his six-year term, during the last years he has had public appearances at the invitation of both Mexican and foreign institutions. Such is the case of his papers given at the University of Oxford, the Espinoza Yglesias Studies Center, the José Ortega y Gasset Foundation, as well as in the framework of the 20th Anniversary of the Federal Electoral Institute, among others. He currently lives with his second wife, Ana Paula Gerard Rivero.

On May 12, 2009, a controversy broke out around his person and that of his brother Raúl Salinas de Gortari, following statements made by his predecessor, former President Miguel de la Madrid Hurtado, about Salinas de Gortari’s performance as President. These, of which the Madrid Hurtado’s own recant the following day, included accusations of diversion of resources, corruption and links to drug trafficking and electoral fraud.
