Bruce Hoffman (born 1954) is an American writer, historian and professor. He is a professor at the School of Foreign Service at Georgetown University and is considered one of the world’s foremost experts in terrorism and counterinsurgency, topics that he has studied for more than 30 years, and he has also been Director of the Washington office of the RAND (1998-2006), Vice President of Foreign Affairs of the RAND (2001-2004) and served as head of the counterterrorism and counterinsurgency section (2006) in this organization.

During his first week at the university (September 1972) the Munich Massacre took place, a fact that would mark his academic and professional future.He studied government and history since 1976 at Connecticut College, in New London, where he obtained a bachelor’s degree, and since 1978 at the University of Oxford, where he obtained a doctorate in International Relations. He joined the RAND as an intern when he had not yet finished his doctorate. In 1989 he took charge of the Chronology of Terrorism database of the corporation, a project that was expanded.

He held the positions of founding director of the Center for the Study of Terrorism and Political Violence at the University of St. Andrews in Scotland, where since 1994 he was an assistant professor of International Relations and President of the Department of International Relations.

In 1997 he left St. Andrews, to serve as director of the RAND in Washington.

Counterterrorism advisor to the Central Intelligence Agency (CIA) between 2004 and 2006, and counterterrorism adviser to the Coalition Provisional Authority, in Baghdad, Iraq during the spring of 2004. He is a member of the National Security Preparedness Group , successor to the 9/11 Commission, and also carried out a study on the Attacks of March 11, 2004 in Madrid.

He became a professor in the School of Foreign Service at Georgetown University in 2006. The SFS program is an important recruiting field for the CIA and other intelligence services.

Hoffman has carried out field work on terrorism and insurgency in Afghanistan, Argentina, Colombia, India (Kashmir and Assam), Indonesia, Israel, Iraq, Northern Ireland, Pakistan (Northwest Frontier), the Philippines ( Mindanao), the Palestinian Territories (West Bank and Gaza Strip), Sri Lanka and Turkey. In 2008, he visited the Afghan provinces of Hawst, Paktiyā, Kunar and Nūristān in Afghanistan to observe the operations of the 82nd Airborne Division and the Provincial Reconstruction Teams under its command.

Hoffman’s publications include the books Inside Terrorism (1998, 2nd edition revised and expanded in 2006, titled in Castilian A mano armada: Historia del Terrorismo) and The Failure of Britain’s Military Strategy in Palestine, 1939-1947 (The failure of Great Britain’s Military Strategy in Palestine, 1939-1947) in 1983. He is editor-in-chief of the academic journal Studies in Conflict and Terrorism, and editor of the Columbia Studies in Terrorism and Irregular Warfare series, published by Columbia University Press. < / p>

Some critics of his work have accused him of playing down the strategy employed by the United States and its allies in actions of the war on terrorism.
